Chargé de la Communauté Marocaine Résidant à l’Etranger
الوزارة المنتدبة لدى الوزير الأول
المكلفة بالجالية المغربية المقيمة بالخارج
To: Moroccan American Club of Washington
It is with great pleasure that I congratulate the "Washington Moroccan American Club" on the occasion of its 20thth Anniversary.
Your Group through its actions confirms our belief that civil society among Moroccan émigrés residing outside Morocco is contributing favorably to the promotion of Moroccan culture in the host countries, and by the same token reinforces friendship and dialogue between people in the host countries and our Moroccan émigrés. These are actions that my Department strongly supports and encourages. We have thus set up a program along these lines and have sent out a call for proposals to organizations that are working to promote the welfare of our émigrés and to properly disseminate our culture in the host countries.
Happy Anniversary; with my best wishes for success in your initiative, which strengthens the position of those Moroccans living in the USA.

In Charge of Moroccans

Driss El Yazami, CCME
On the footsteps of Zemmouri.
The celebration of the twentieth anniversary of the Washington Moroccan American Club is an event in more ways than one. It owes its richness to the program prepared for the population of the U.S. capital, which reflects primarily the profound changes experienced by Morocco. On all fronts (gender, ethno-cultural pluralism, rule of law, etc...) Morocco has opted for the path of modernity and reform. The road is still long, but both Moroccan society and Moroccan government are forging their own history.
The activities planned for this anniversary also reflect the dynamism of the Moroccan émigrés' associations. Here again, much remains to be done, but the achievements in this field are also important. There can be no real change in the relationship between Morocco and its institutions (the Council of the Moroccan community abroad, CCME, being one) with the Moroccans living abroad without the emergence and strengthening of a network of émigrés' cultural associations that are independent, diversified and professional. Since its creation by His Majesty King Mohamed VI, CCME has viewed its activities as falling within a partnership with the broader actions of Moroccan communities worldwide, through cooperative relationships with them while respecting their autonomy, independence and diversity. Our contribution to this anniversary is another example of this.
Finally, this anniversary illustrates the profound changes that the Moroccan community abroad has seen for one quarter of a century. It also shows the universal character of that community (we are now present throughout the world, although a little more than three-quarters of us live in Europe) as well as the strength of its roots within the new countries of residence. In almost all
countries where they reside more Moroccans are becoming fully-fledged citizens, trying to be good citizens of their lands of adoption without cutting their ties with their homeland.
In the United States, this great haven for immigrants and land of pioneers, the courage of the Moroccans - some of whom arrived here as early as twenty-five years ago - is manifested through this anniversary. Just like their ancestor, Zemmouri, who arrived here with the first European expeditions, they were not afraid of leaving (their homeland) to discover new horizons in a new country and to learn the hard way.
I want to tell them how much we admire them, and congratulate them on all of their achievements.
Driss El Yazami, President of the Council of the Moroccan Community Abroad.

For many years, the Moroccan Amazigh community struggled for official recognition. Recently, a series of events, including an intense grassroots campaign by activists and several historic government decisions, have resulted in the “coming of age” of the Imazighen question. These developments, such as the establishment of the Royal Institute of Amazigh Culture, sweeping educational reforms, and the issuance of the Amazigh Manifesto, have had significant linguistic, artistic, and socio-political implications. In this event, Washington Moroccan Club and the Royal Institute of Amazigh Culture have partnered to present a series of panels exploring these different aspects. Experts in Amazigh language and culture will shed light on the Imazighen question as it matures in this second decade of the 21st century.
